“Bulgaria is a member of the EU with functioning and legitimate institutions. In this regard, the speech by Commissioner Oettinger is cause for bewilderment,”Foreign Minister Kristian Vigenin said in response to media reports of the statement by Commissioner Günther Oettinger. Vigenin noted that the newly-formed Bulgarian government yesterday was welcomed first by European Council President Herman Van Rompuy and by the President of the European Commission, Jose Manuel Barroso. "I expect Mr Oettinger, whom I respect, to clarify this misunderstanding," the Bulgarian Foreign Minister said.
