Bulgarian consular officers abroad can issue a temporary passport upon payment of the respective fees. In places w here there is no Bulgarian embassy or consulate, you can contact the embassy or consulate of any EU Member State with a request to be issued a temporary travel document, the so-called Emergency Travel Document.
