Ambassador Karadzhova participated in the UN Security Council's Annual Open Debate on the Protection of Civilians

The protection of civilians must remain at the center of the international community’s efforts to maintain peace and security.

Today, during the UN Security Council Annual Open Debate on the Protection of Civilians, Ambassador Gergana Karadjova reaffirmed Bulgaria’s strong commitment to international humanitarian law, the Geneva Conventions, and the protection of civilians in situations of armed conflict.

Bulgaria expressed deep concern over the growing trend toward the normalization of violations of international humanitarian law and international human rights law, the increasing number of civilian casualties, attacks against hospitals and critical infrastructure, as well as restricted humanitarian access in conflict zones around the world.

Bulgaria recently completed a national review of legislation related to international humanitarian law and identified additional measures for the further harmonization of Bulgarian legislation with the Geneva Conventions and their Additional Protocols.

On the occasion of the 10th anniversary of the adoption of UN Security Council Resolution 2286 on the protection of medical care in armed conflict, Bulgaria called for:
• Full respect for international humanitarian law
• Protection of hospitals and medical personnel
• Accountability for violations
• Stronger support for peacekeeping and humanitarian operations
• Greater political commitment to the protection of civilians

“Ultimately, the most effective form of protection lies in preventing a crisis before it emerges, rather than merely mitigating its consequences afterwards,” Ambassador Karadjova conclude.
