Bulgarian diplomatic and consular representations, across a total of 57 countries worldwide, have received a total of 37 606 applications by Bulgarian citizens to vote abroad

The largest number of application was in Turkey, 23 601, followed by Spain 2799 and the United States 2434.
In terms of the Central Election Commission’s decision 41 on July 29 2011, Bulgarian citizens had until September 27 2011 to file a request to vote abroad, either by submitting a written application form, in person or or electronically in pdf format.
Earlier, Bulgarian diplomat representatives abroad requested 78 countries to agree to allow on their territory the conducting of elections for President and Vice President.
The laws of some countries allow such elections to be held only in diplomatic and consular missions (Albania, Germany, Belgium, Bosnia and Herzegovina, Vietnam, Greece, Ethiopia, Estonia, India, Indonesia, China and Ukraine) while other require requests for permission (Lithuania, Serbia, Turkey, Croatia, Switzerland), while, in turn, a third group imposed no such restrictions.
Due to the large number of applications in Montreal, Canada, additional authorization is being sought for the conduct of elections there. Efforts are being made to obtain permission from Serbia to conduct voting in places other than diplomatic and consular missions.
Based on these applications, the Central Election Commission will decide on the location and number of sectional electoral commissions to be formed for the election of President and Vice President of Bulgaria.
