As an advisory body to the Council of Ministers for the development and implementation of policies to support the development of civil society, the Civil Society Development Council (CSDC) is chaired by a Deputy Prime Minister — the only state representative on the council, who chairs its meetings but does not vote on decisions. 15 are members of the advisory body, 14 of whom are non-profit legal entities with at least five years of experience in implementing public benefit activities in support of the development of civil society and civic participation.
The composition of the CSDC, determined by national electronic voting, includes the organizations Bulgarian Center for Not-for-Profit Law Foundation, Bulgarian Donors Forum Association, Workshop for Civic Initiatives Foundation, Mariya's World Foundation, Bulgarian Fund for Women Foundation, Association of European Journalists — Bulgaria, Together in Class Foundation, Bulgarian Red Cross Association, Bulgarian Helsinki Committee Association, For Our Children Foundation, Association of Parks in Bulgaria, Bulgarian Association for Alternative Tourism, Karin Dom Foundation and Equilibrium Association.
