A new treaty on the conservation and sustainable use of marine biodiversity in the high seas was formally approved at the United Nations in New York on 19 June. The treaty, adopted by consensus, is the culmination of nearly 20 years of diplomatic efforts and is the most significant success of multilateral environmental diplomacy since the 2015 Paris Agreement on climate change. It establishes a legally binding framework for the conservation of marine bioresources and ecosystems, covering 43% of the Earth's surface and 90% of the oceans' water and biomass.

As a member of the Bureau of the Intergovernmental Conference, where it represented the Eastern European Regional Group, and as a member of the EU, Bulgaria contributed to the successful conclusion of the negotiations on the new treaty. 60 countries need to ratify the treaty for it to enter into force, and early ratification is a priority for EU countries.
