Position of the Ministry of Foreign Affairs

In connection with allegations in the public space of the “BSP for Bulgaria” MP Candidate Krum Donchev, accusing the Ministry of Foreign Affairs of putting state property abroad at risk of abeyance due to lack of insurance, the Ministry of Foreign Affairs of Republic of Bulgaria expressed the following position:
The Ministry of Foreign Affairs pursues a purposeful and long-term policy for good management and administration of the foreign properties of Republic of Bulgaria. In accordance with this policy, the properties of the Bulgarian state abroad, to which the Ministry of Foreign Affairs has been granted management, have not been without insurance even for a moment. On the contrary, the Ministry has provided them with such in a completely lawful manner.
In February 2021, the Ministry of Foreign Affairs opened two procedures for selection of a contractor by awarding public procurement contracts under the Public Procurement Act with regard to insurance of movable and immovable property of the Bulgarian properties provided for management on the territory of Bulgaria and abroad. For insurance of the properties on the territory of Republic of Bulgaria there is a selected contractor and a concluded contract. For insurance of the properties provided for management to the Ministry of Foreign Affairs outside the country, there is a Decision for selection of a contractor, which is currently being appealed before the Commission for Protection of Competition, as there is still no substantive judgement of the Commission for Protection of Competition.
In view of the fact that the state interest is above the private one, the Ministry of Foreign Affairs, with the care of a good landlord and in accordance with the Insurance Code, took action to ensure that the properties abroad do not remain uninsured, as they are provided with insurance coverage during the appeal and conclusion of a contract based on the public procurement conducted.
