With the government's plan the refugee situation will be kept within reasonable borders

15 November 2013 News

With the implementation of the Plan of measures to curb the migration pressure on our country, we will put the situation with the increased refugee flow within reasonable borders and under control. This was said by Foreign Minister Kristian Vigenin in the morning show "Hello Bulgaria" on Nova TV. Vigenin was convinced that there is no reason to believe that Turkey deliberately omits refugees, moreover,  Turkey has expressed willingness for joint actions to overcome the challenges. In his words, the joint commitment and the hard work can solve the problem.

" Since the very beginning we are holding talks with the Turkish authorities regarding the issue of Syrian refugees. We have not suspended this contact, " Kristian Vigenin said. According to him, currently the next steps are already considered and soon a meeting of the Central Joint Committee on Border incidents will be held in Sofia. The minister added that at this stage there is only one agreement between our two countries that may serve as a legal basis. The work on the readmission agreement is ongoing on European level, but this process takes time, Vigenin added. The next step  is holding a meeting of the Commission on outstanding issues within which the  refugee topic can also be considered. " We have an agreement to jointly monitor the border, which is in the process of ratification, and we are planning joint patrols along the border. In addition, we have taken the necessary measures to increase the police presence on the border, " he added.

The Foreign Minister pointed out that Bulgaria will receive aid also from the EU, but despite its significance,  it will not cover all of our needs.  According to Vigenin, our country has the opportunity and should benefit from the other European funds which will be available in 2014 for addressing such issues. " In addition, we must be aware that the refugee problem is not only about control and accommodation, the process which is due to address their integration in the society and the job creation is also important, " he said. According to the Foreign Minister, now we struggle with the consequences, but the major problem is the war in Syria and we should put our efforts there. In his words , Bulgaria, to the extent possible, works in that direction.

" I regret that I have to participate in explanatory talks with an ambassador who obviously has not done his job properly. This is not my assessment, but of the Disciplinary Board of the Ministry of Foreign Affairs, composed of his colleagues," commented Minister Vigenin on the decision to terminate the mandate of our Ambassador to Brazil Chavdar Nikolov and on the developments of the "Boevski " case. According to the minister, so far he has heard at least three versions by the Ambassador on the Gulubin Boevski case. " This problem showed heavy accumulations in the functioning of the MFA. Nikolov, from 20 years - has spent only 3 in Bulgaria - from mandate to mandate. It is a violation of the rules, " Vigenin said. The decision of the Foreign Ministry 's leadership is right and  legally sound, added the Foreign Minister.

" Bulgaria is a open and fair democratic country. We're not the only country where protests are taking place, but currently it is going a bit far beyond normal limits. There must be certain limits in the form of expression of protest , " added in the interview for Nova TV Kristian Vigenin. While there is parliamentary support and our legislative proposals are adopted, I see no reason for the government to resign , he added. " This government is elected and has a mandate to work as long as it can. We are trying to rebuild the destroyed by GERB state, and this is not easy . A resignation in such a situation does not solve anything, " the Foreign Minister said. "We have to respect ourselves , the choice of people and institutions . The government has a responsibility to the state, " was explicit Kristian Vigenin.

In connection with the situation with Hristo Biserov, the Foreign Minister said that the actions of the Prosecution are evidence that currently in the country there is no political umbrella on anyone.
