On 15 January 2026, at United Nations Headquarters in New York, Bulgaria, in its capacity as Chair of the Eastern European Regional Group for the month of January, organized an ambassadorial-level briefing. The briefing, dedicated to the proposals of the United Nations Secretary-General for restructuring the development pillar under the UN80 Initiative, was chaired by Ambassador Gergana Karadjova, Permanent Representative of Bulgaria to the United Nations, with the United Nations Deputy Secretary-General, Ms. Amina Mohammed, serving as the briefer.

Ambassador Karadjova underscored the need for proactive engagement by Member States in the reform process in order to ensure the legitimacy of, and support for, future decisions, as well as the link between the proposals under discussion and ongoing and forthcoming deliberations in the United Nations Economic and Social Council and its subsidiary bodies. Deputy Secretary-General Mohammed presented the Secretary-General’s proposals for reform of the development pillar as part of Workstream 3, “Restructuring,” of the UN80 Initiative. These proposals include the reconfiguration of the regional level of the development system, the structure of UN country teams and the Resident Coordinator system, the future of the UNAIDS programme, as well as possible mergers among a number of UN agencies. She emphasized that the reform should go beyond purely budgetary considerations and result in a more effective Organization, better equipped to respond to contemporary challenges.
