NATO Defence Ministers met on 5 and 6 October in Brussels in order to review ongoing operations “Unified Protector”, ISAF, “Ocean Shield”, KFOR, and discuss ways to move on NATO’s Smart Defence agenda.
In his speech on the first session dedicated to the operations “Unified Protector”,  “Ocean Shield” and KFOR, Minister Anguelov noted the positive developments in Libya and the success of the operation “Unified Protector”. He stressed the necessity of structuring the process of lessons learned from Alliance’s operations.
Minister Anguelov expressed Bulgaria’s concern over the increasing tension in Kosovo and noted that Belgrade and Pristina should resume the constructive dialogue. He stressed that KFOR acts in accordance with its executive mandate, intended to restore and maintain the security in Kosovo.
Allies also discussed resources and capabilities against the background of financial constraints and how to acquire and maintain key capabilities by prioritising, specialising and seeking multinational solutions. The central topic of the discussion was the acquisition of an Alliance Ground Surveillance (AGS) system as part of NATO’s Smart Defence agenda. Minister Anguelov confirmed the participation of Bulgaria in the programme, which is a NATO priority, and will provide key capabilities for surveillance and reconnaissance.
On the second day of the meeting the Defence Ministers of the NATO Member States together with the partners in the operation in Afghanistan discussed the transition process in the country. In his speech, Minister Anguelov focused on the progress made in Afghanistan. He noted that over the past two years Bulgaria has augmented the strength of its contingent participating in the ISAF by almost 20%, and does not envisage further augmentation.
The meeting progressed with a working lunch with the partners from operation Unified Protector in Libya.

On the margins of the Forum, Minister Anguelov had bilateral meetings with the Ministers of Defence of Portugal, Mongolia and Afghanistan, as well as with the SACEUR,  at which he discussed the development of NATO operation in Afghanistan and the options for collaboration within the framework of the process.
