Rethinking Cultural Cooperation in the Western Balkans
Working visit to Bulgaria – 6-10 October 2025
Overview
A delegation comprising representatives from Albania, Kosovo, North Macedonia, and Montenegro are going to participate in a structured seminar in Bulgaria, coordinated by the State Institute for Culture, which is going to take place in Sofia and Plovdiv between 6-10 October 2025. The primary objective: to enhance multilateral engagement and strategic alignment between cultural institutions in the context of advancing European integration. The program prioritizes tangible actions through established platforms like EUNIC, positioning the region as a focal point for contemporary European cultural diplomacy.
Strategic Rationale
The Western Balkans face challenges rooted in historical, political, and social complexity—geopolitical volatility, disinformation threats, and eroding trust in public institutions are prominent risks. Within this environment, the EU’s advocacy for stability, democracy, and prosperity is challenged. The working visit seeks to operationalize European values by equipping cultural organizations with adaptive methodologies and enhanced collaborative frameworks—driving solidarity, inclusion, and human rights as core operational pillars.
Key Seminar Objectives
- Dialogue & Networked Cooperation:
A foundational goal is to optimize communication channels between diverse stakeholders—government officials, cultural practitioners, NGOs, and private sector actors. Through a three-day seminar program, the project focuses on breaking down inter-institutional barriers, fostering interoperability, and developing durable cross-border networks.
- Advancing Cultural Diplomacy:
Emphasizing “soft power,” the seminar addresses methods for leveraging cultural capital for regional integration and enhancing international positioning. It examines models for the integration of sustainability, advanced technologies, and social inclusion within innovative cultural projects.
- Promoting Inclusion & Democratic Principles:
The initiative targets mechanisms for utilizing culture to support reconciliation, social inclusion, and capacity-building.
Expected Deliverables
The structured agenda—featuring case studies, moderated discussions with Bulgarian and international cultural representatives in Sofia and Plovdiv —is engineered to deliver the following outcomes:
- Enhanced understanding of the strategic utility of cultural cooperation in regional development and EU integration.
- Identification and analysis of innovative cross-border collaboration models.
- Development of actionable, context-specific policy recommendations for cultural cooperation/cultural diplomacy at regional and national levels.
