The film was included in the program of the international film festival East by Southeast, presenting new productions from Central and Eastern Europe. Among the audience of the screening was a large representation of the Bulgarian community in Denmark, as well as representatives of the diplomatic corps.
The special guests of the evening were Eli Skorcheva - the charismatic actress who played the main role of Blaga, and a representative of the Ministry of Internal Affairs - chief inspector Zlatka Padinkova, head of the &quot;Frauds&quot; sector at the DG &quot;National Police&quot;. The plot of &quot;Blaga&amp;rsquo;s Lessons&quot; touches on the topic of telephone scams, which has aroused strong interest among the audience. The screening was followed by a discussion on the topic.
The event is part of the Plan-programme with activities of the MFA and the Bulgarian diplomatic and consular missions abroad in the field of public, cultural and digital diplomacy and strategic communications for 2024.</content>

		<content>The Ministry of Foreign Affairs is in the process of implementing a large-scale project, coordinated in advance with all responsible institutions in Bulgaria and the EU, including the implementation and launch of a new version of the National Visa Information System (NVIS).
The technological implementation of the works requires the temporary suspension of the current system from 9&amp;mdash;18&amp;nbsp;August this current year. Therefore, during the above mentioned period the consular offices of the Bulgarian diplomatic and consular missions will suspend accepting visa applications and applications for Bulgarian identity documents&amp;nbsp;&amp;mdash; passports and ID cards.
Compensatory measures will be introduced which allow temporary passports to be issued from the 9th to the 18th of August and powers of attorney and declarations in emergency and humanitarian cases to be validated, e.g. force majeure, natural disasters, urgent travel related to illness or death of a close family member, cases of travel of minor children.
While apologising for any inconvenience caused, we kindly ask citizens who have already scheduled appointments for passport and identity card applications or for endorsements and legalisations during the above period to contact the relevant consular office to re-schedule their appointment.
All consular services have been given prior instructions by the Consular Relations Directorate to assist citizens, if necessary.</content>

		<content>As from 1 March 2020, road vehicles with a total technically permissible maximum weight exceeding 3,5 tonnes circulating on paid road sections in Bulgaria will have to pay for their use distance-based road charges &amp;ndash; toll. The toll replaces the electronic vignette for heavy vehicles and buses.
The toll for 1&amp;nbsp;km is differentiated according to the total technically permissible maximum weight of the road vehicle, its emission class and the road category. The total length of the roads on which heavy vehicles above 3,5 tonnes will pay tolls at the start of the toll system from 1 March 2020 is 3&amp;nbsp;115&amp;nbsp;km. This includes 803&amp;nbsp;km of motorways and 2&amp;nbsp;312&amp;nbsp;km of first class roads.
The choice of satellite technology enables Bulgaria to charge fees on the entire national road network, including roads of a lower class. The State transfers to its partners - private companies, the risk associated with the initial investment for the commercial operation of the system. Private companies have to invest in on-board units, systems for communication and data exchange with the toll system, opening and maintenance of thousands of points for sale and supply of units to customers.
An agreement for tolling with an on-board unit can be concluded with a company - national toll service provider. It will provide an on-board unit for each of the trucks or buses, which will take into account the user-driven toll segments. The conditions and frequency of the payment will depend on the terms of the contract.
In case the vehicle is equipped with a GPS tracker and the owner wants it to be used for tolling, it should be checked whether the company-provider of the GPS tracker has a contract with a national service provider. If this is the case, a toll contract may be concluded with the relevant company. Information about the use of on-board units and GPS trackers is provided by the partners of the Bulgarian Road Infrastructure Agency (RIA) - the National Toll Service Providers. The register of the companies having contracts with RIA is in the section &amp;ldquo;About us&amp;rdquo; on the website www.bgtoll.bg.
For the payment of tolls, carriers with a smaller fleet can benefit from the so-called route pass. The route pass is a pre-paid service &amp;mdash; an initial and a final point of the route are chosen, as well as up to four interim points, as an option. The pass can be activated by 23:59 on the day following the purchase, if the user is not registered in the system and up to seven days in advance if the user is registered with an e-mail address. The driver shall have 24 hours from the moment of activation of the route pass to pass through the intended route by following the strictly selected points. The route pass will be available for purchase via the existing channels for sale of e-vignettes:

After the start of the toll system on 1 March 2020, the heavy vehicles will be equipped with on-board units and GPS trackers. By the end of the year, all heavy vehicles could, in theory, drive with electronic devices. In the first months of operation of the toll system in Bulgaria, it is expected, together with the local on-board units, to ensure the integration of internationally valid on-board units operating on the territory of the European Union.
An integral part of each toll system is the effective enforcement. In the event that the vehicle is circulating on the paid network without a pre-bought route pass for the relevant section or without being equipped with an on-board unit or a valid GPS tracker or the equipment is not switched on or not transmitting data in real time, the electronic system will take into account that infringement. The driver is required to stop upon signal from the mobile toll control, in accordance with Article 167a, para 2, point 1 of the Road Traffic Act.
The controlling authorities propose a payment of a compensatory charge, which can be done on the spot with a bank card via POS terminal. The payment enables the infringer to avoid an administrative penalty for the infringement in question.

If the driver refuses to pay a compensatory charge, an act establishing an administrative offence is drawn up. He has to pay the so-called maximum toll to continue his journey. The amount depends on the total technically permissible maximum weight of the vehicle and its emission class.
The compensatory charge may be paid within a period of 14 days by bank transfer and the payment order must indicate the number of the act establishing an administrative offence. In case of no-payment, the infringer receives a penalty order and is liable to pay a fine.

Receipt of Badges:

The distribution of the special accreditation for the media to cover the apostolic journey of Pope Francis in Bulgaria will be done on 2 May 2019, within the timeframes specified below (only in these time slots). The badges that will be provided are personalized &amp;ndash; named and non-transferable, i.e. they cannot be used for access by individuals other than the accredited badge holders.

For the journalists with permanent accreditation with the Council of Ministers (CoM) and the President&amp;rsquo;s Office &amp;ndash; the special badges for the papal visit are to be collected at the Council of Ministers building (the official entrance), either by the badge holder or by a staff member of the respective media on his/her behalf (upon the presentation of an identity document and subject to signature to acknowledge the receipt) on May 2 between 13:30 and 15:30;
For the journalists with permanent accreditation with the Ministry of Foreign Affairs (MFA) &amp;ndash; the special badges for the papal visit are to be collected at the MFA building (the Reception Office /Priemnata/), either by the badge holder or by a staff member of the respective media on his/her behalf (upon the presentation of an identity document and subject to signature to acknowledge the receipt) on May 2 between 9:00 and 12:00 (noon);
For international (foreign) journalists who have accreditation for the papal visit following the special accreditation procedure (conducted 15-25 March): 1) these journalists must have received a confirmation of accreditation email; 2) If they have received such an e-mail message, they may collect their badge at the Council of Ministers building (the official entrance), address: 1 Dondukov Blvd, on May 2 between 13:30 and 15:30, personally or a staff member of their media may collect it on their behalf (upon the presentation of an identity document and subject to signature to acknowledge the receipt; or on May 4 between 12:00 (noon) and 22:00 at the National Palace of Culture, entrance B2 of the building.
Accredited regional media are to collect their badges at the Rakovski Municipality Office on May 2 between 9:00 and 12:00 (noon).

Badges will be provided only on the indicated date and during the indicated time slots! There shall be no exceptions made. A new badge will not be provided if a badge is lost, and the badge holder will have no access to events.
Journalists holding accreditation from the CoM, the MFA and the President&amp;rsquo;s Office for the papal visit will have access to all events in Sofia and Rakovski, as per the guidelines below.
The accredited regional media will have free access solely to the events in Rakovski.
Foreign media will have access to the events for which they have notified us (if the request for all, then they will have access to all).

Access arrangements:

Accredited media&amp;rsquo;s access is subject to their special accreditation to cover the visit of Pope Francis to Bulgaria /badge/ and the presentation of an identity document that will be checked at the indicated checkpoints (see the Program below).
The main media center will be headquartered in the National Palace of Culture (NDK) whose Entrance B2 will be reserved for the media. There will be two temporary auxiliary media centers &amp;ndash; at Alexander I Battenberg Square in Sofia and in the building of the Hristo Smirnenski Primary School in the town of Rakovski. The media centers at Battenberg and in Rakovski are to be accessed via the indicated checkpoints (see the Program below).
The technical specifications of the centers are to be found in Item 3 of this document.
Reporters, photographers and cameramen who cover the events from the program of the visit of Pope Francis must be at the indicated checkpoints two (2) hours before the event starts (see the Program below for the exact times).
&amp;nbsp;
Each location of an event under the program of Pope Francis will have pens for writers and for camera shooting (see the Program below). Reporters should observe this separation for the sake of smooth operation.
Video recording in the video areas (in the security perimeter) must employ ENG cameras only. There is no opportunity for SNG/ OB vans within these zones. Wireless communication /DMNG/ may be used at the user&amp;rsquo;s risk.
Media will have a quota of one crew per event under the program, within the security perimeter. There shall be no exceptions made, therefore media are kindly requested to plan well the deployment of their crews/the alternation of their crews.
In keeping with the security services requirements, events under the program of Pope Francis in Sofia and Rakovski can be accessed solely by SNG stations/OB vans of the host broadcaster who will be providing the official video and audio for the visit.
Media wishing to organize outside broadcasting are free to do so outside the security perimeters and in the locations as indicated (see the Program below).
Official video and photos of the special meetings of His Holiness Pope Francis with the President, the Prime Minister and the Patriarch of the Bulgarian Orthodox Church will be released via the FTP server, which is freely accessible on www.popeinbulgaria.gov.bg
On account of space limitations and security measures events of the program of Pope Francis for which there will be pools of accredited photographers and cameramen, will be open only to photographers and cameramen. Writers/reporters will stay in their pens.
To direct the media staff members to their pens of reporters and photographers and cameramen, there will be &amp;ldquo;meeting points&amp;rdquo;/checkpoints for each event. The reporters, photographers and cameramen must be there two hours before the event starts in order to reach their pens.

Three press centers (main and two auxiliary) will facilitate the work of accredited journalists.
The main press center is headquartered in the National Palace of Culture (NDK). It will open on 4.05.2019 and closes on 7.05.2019.
Working hours:

On 5.05 and 6.05.2019: from 08:00 to 22:00 hrs.

The Battenberg temporary auxiliary press center will be a special tent at Alexander I Battenberg Square. It will open on 4.05.2019, 12:00 hrs. and closes on 5.05.2019, 19:00 hrs.

Temporary auxiliary press center Rakovski will be housed in the building of Hristo Smirnenski Primary School, Rakovski, in the proximity of the Church of the Most Sacred Heart of Jesus. Open on 6.05.2019 from 08:00 to 18:00 hrs. Snacks and drinks will be available.
All press centers will ensure clear video signal with embedded audio channels. A BNC type connector is used. Format HD-SDI.
All press centers will provide a video monitoring of the events and simultaneous interpretation with the help of equipment and earphones. The language channels &amp;ndash; Bulgarian, English and Italian &amp;ndash; will be indicated on site.
All press centers will have high-speed symmetrical free of charge Wi-Fi and LAN.

Technical information concerning media coverage

Video signal
The Bulgarian National Television (host broadcaster) will provide the TV signal by an OB Van of all events in video format HD-SDI with four embedded audio channels as follows:
1.Original
2.Bulgarian
3.English
4.Italian
The live broadcast will be handled by an international signal to be transmitted by a satellite Eutelsat 7Е. Satellite data /Synopsis/ for the 5th and 6th of May will be communicated two or three days before the event. All media are free to use this satellite service. All other parameters will be notified later. Transmission will be possible to media that have their own equipment /SNG and 4G/ on the sites as indicated.
In accordance with the security requirements, use of drones is prohibited!
Audio signals
Analog audio distribution amplifiers will provide for the original (the speaker&amp;rsquo;s language) in the special locations for shooting.
The signal is high level 1,5V, XLR-3M connector.
OB and SNG
The major events under the program will be filmed by the Bulgarian National Television alone, using an OB Van.
All media wishing to have OB Vans/ SNG for forward operating tv studios, will have the opportunity to do so at the designated locations and by means described in the program above.
Use of portable cameras and mobile communication/cellular bounding / 4G/. DMNG
The portable equipment hand-carried by the crews will be mounted at the designated sites after the crews get clearance of passage. The media crews must provide their own power supply. Radio microphones will not be allowed.
Voice recording
A speaker system will be installed where appropriate in the press centers to record by recording devices during the events.

Throughout the day, from a minute past midnight to 12am, it is expected that all ports in Greece will not be working.

	Bulgarian citizens travelling in this period should avoid the use of maritime transport on the day of the strike and should make timely travel arrangements for an earlier or later day

	During the holiday period in Bulgaria from April 30 to May 6 2013, it is expected that traffic through the Kulata-Promachonas border checkpoint will increase because of Bulgarian citizens travelling to Greece and Greek citizens travelling to Bulgaria. Construction work on the Struma motorway is continuing, hampering traffic on the route through the village of Kulata on the E79 international road.

	The Ministry of Foreign Affairs recommends that Bulgarian citizens planning to travel to Greece, should where possible use other border checkpoints - Ilinden-Eksohi (Gotse Delchev-Drama), the Zlatograd-Xanthi checkpoint, Ivaylovgrad-Kyprinos, and the Kapitan Petko Voivoda (Svilengrad-Ormenion).

	There are no guarantees that the protesters will keep precisely to the schedule for the blockades. For the moment, no decision has been taken to blockade border checkpoints with neighbouring countries. It is envisaged that the protests will continue until a meeting is held with Prime Minister Antonis Samaras.

	On 22 February 2011 the Minister of Foreign Affairs of the Republic of Bulgaria Nickolay Mladenov paid a visit to Denmark.
	
	Minister Mladenov met and held talks with the Minister of Foreign Affairs of Denmark Lene Espersen, with the Minister of Justice Lars Barfoed and with the Minister of the Interior Bertel Haarder. Minister Mladenov was also received by the President of the Danish Parliament Thor Pedersen.
	
	During the talks at the Danish Ministry of Foreign Affairs Minister Espersen briefed her Bulgarian colleague about the priorities of the upcoming Danish presidency of the EU in the first half of 2012 among which stood out the negotiations for a new financial framework for the Union. The two ministers also discussed energy security and the process of EU enlargement.
	
	Minister Mladenov informed his host about the preparations underway in Bulgaria to accede to the Schengen area. The Danish position on that issue is that the decision about the accession should be based upon the fulfillment of the Schengen agreement criteria. The approach of Denmark to the issue is entirely legal and is not influenced by other issues and forms of cooperation.
	The two foreign ministers discussed a number of other issues related to the common foreign policy of the EU, like the situation in the Arab countries of North Africa, the Middle East and in Afghanistan.

	inister Mladenov and Minister Espersen expressed their mutual satisfaction with the intensive development of the bilateral relations and noted the 80th anniversary of the establishment of diplomatic relations between the two countries (17 April 1931). The long history of the bilateral relations together with the common membership in NATO and the EU represent a solid basis for the further development of the bilateral cooperation in all spheres. Minister Mladenov and Minister Espersen issued a Joint Statement on this subject.
	
	During his visit Minister Mladenov was received by the President of the Danish Parliament (Folketinget), Mr. Thor Pedersen, after which he held a meeting with Members of the Foreign Policy and the European Affairs Committees of the Parliament. Minister Mladenov presented to the Danish MPs the domestic policy priorities of the Bulgarian government and outlined a number of foreign policy issues. During the discussions Minister Mladenov briefed the MPs on the preparations of Bulgaria to join the Schengen agreement.
	
	Minister Nickolay Mladenov and the Minister of the Interior of Denmark Bertel Haarder, together with the Director of the Danish National Museum Per Kristian Madsen opened at the Museum of Danish Resistance, 1940 &amp;ndash; 1945, the exhibition &amp;ldquo;The Power of Civil Society: the Fate of Jews in Bulgaria&amp;rdquo;. The exhibition focuses on the social processes in Bulgaria during World War II that led to the salvation of the Bulgarian Jews from the Holocaust. Twenty one panels with photographs, copies of original documents and texts follow the unfolding of events at the domestic and international scene, the position of the official authorities and the response of the Bulgarian society. The exhibition is compiled by the State Institute for Culture with the Ministry of Foreign Affairs in cooperation with the Centre for Jewish Studies at the Sofia &amp;ldquo;St. Kliment Ohridski&amp;rdquo; University.
	
	Representatives of the Danish political, diplomatic and cultural circles, journalists, foreign diplomats among them the Ambassadors to Denmark of the USA, Russia, Japan, Israel and the EU member-states, as well as representatives of the Bulgarian community in Denmark, intellectuals and students attended the opening of the exhibition.&amp;nbsp;
	
	The Museum of Danish Resistance 1940 &amp;ndash; 1945 will host the exhibition until the first half of April 2011.

	Den 18. november udsendte DR1 det engelske dokumentarprogram fra 2007&amp;nbsp; &amp;ldquo;Bulgaria&amp;rsquo;s abandoned children&amp;rdquo;. Den hjertesk&amp;aelig;rende historie i denne meget &amp;aelig;rlige film f&amp;oslash;lger hverdagslivet for de handicappede b&amp;oslash;rn, som bor p&amp;aring;&amp;nbsp; &amp;ldquo;St. Petka&amp;rdquo; institutionen i den bulgarske landsby Mogilino.
	
	Reaktionen derhjemme efter visningen af filmen for tre &amp;aring;r siden var &amp;oslash;jeblikkelig og overv&amp;aelig;ldende. Samfundet herunder for&amp;aelig;ldreorganisationer, NGO-er og de bulgarske medier reagerede og fremkaldte en grundl&amp;aelig;ggende forandring i den politik som indebar at man placerede s&amp;aring;danne b&amp;oslash;rn i store institutioner.
	Ang&amp;aring;ende den konkrete sag i Mogilino har den nationale TV-station bTV sammen med UNICEF rejst midler til at bygge nye familielignende huse til b&amp;oslash;rnene fra denne institution, til passende medicinsk og faglig hj&amp;aelig;lp til b&amp;oslash;rnene samt til at finde adoptivfamilier til nogle af dem. B&amp;oslash;rnehjemmet i Mogilino blev lukket.
	
	Atten m&amp;aring;neder efter optagelsen af den f&amp;oslash;rste dokumentar vendte instrukt&amp;oslash;ren Kate Blewett tilbage til Bulgarien, for at f&amp;oslash;lge op p&amp;aring; b&amp;oslash;rnenes sk&amp;aelig;bne. I den anden del af filmen kan man se hvor meget b&amp;oslash;rnenes liv har forandret sig som resultat af den offentlige reaktion p&amp;aring; filmen. Den viser at ogs&amp;aring; tilsyneladende h&amp;aring;bl&amp;oslash;st indadvendte og &amp;rdquo;skadede&amp;rdquo; b&amp;oslash;rn kan f&amp;aring; et meningsfuldt liv og en fremtid med den rette omsorg.
	
	Lukningsprocessen af Mogilino-institutionen begyndte i oktober 2007, hvor der blev vedtaget en plan for nedl&amp;aelig;gningen af b&amp;oslash;rnehjemmet. Dengang boede der 65 b&amp;oslash;rn og unge p&amp;aring; b&amp;oslash;rnehjemmet.
	
	I forbindelse med gennemf&amp;oslash;relsen af planen er der blevet taget en del forholdsregler, og to hold specialister er blevet sat til at varetage dem. Det f&amp;oslash;rste hold best&amp;aring;r af b&amp;oslash;rnepsykiatere, psykologer, logop&amp;aelig;der samt socialarbejdere. De har udarbejdet medicinske og sociale vurderinger af alle b&amp;oslash;rn og unge, givet retningslinjer til individuelt arbejde med hvert enkelt barn med hensyn til dets specifikke behov samt planlagt den forn&amp;oslash;dne fremtidige omsorg i forbindelse med at barnet fjernes fra den sociale institution.
	
	Det andet hold har s&amp;oslash;rget for fortsat omsorg. Specialiserede sundhedstjek og tandeftersyn er blevet foretaget, og de b&amp;oslash;rn, som har haft brug for det, er blevet indlagt p&amp;aring; hospitalet. En ern&amp;aelig;ringsl&amp;aelig;ge har givet retningslinjer for sund ern&amp;aelig;ring. Desuden er b&amp;oslash;rnene blevet tilset af en kinesiolog, en fysioterapeut og andre specialister.
	
	De nye ydelser er blevet planlagt s&amp;aring;dan, at der, efter b&amp;oslash;rnenes individuelle behov og muligheder, er blevet s&amp;oslash;rget for forholdsregler om reintegration i de biologiske familier, specialiseret reserveomsorg, adgang til daginstitutioner og hj&amp;aelig;lpeskoler for b&amp;oslash;rnene, og indlogering i beskyttede boliger og sociale uddannelsescentre for faglige kvalifikationer for de unge.
	
	Planens f&amp;oslash;rste m&amp;aring;l har v&amp;aelig;ret at flytte b&amp;oslash;rnene og de unge v&amp;aelig;k fra b&amp;oslash;rnehjemmet i Mogilino s&amp;aring; hurtigt som muligt. De fleste b&amp;oslash;rn er blevet flyttet til b&amp;oslash;rnehjemmet &amp;rdquo;Nadezhda&amp;rdquo; i byen Russe som en overgangsforanstaltning. P&amp;aring; b&amp;oslash;rnehjemmet &amp;rdquo;Nadezhda&amp;rdquo; er der blevet renoveret og indrettet v&amp;aelig;relser til b&amp;oslash;rn med s&amp;aelig;rlige behov. De sm&amp;aring; b&amp;oslash;rn har v&amp;aelig;ret i specialiserede daginstitutioner, mens de st&amp;oslash;rre har g&amp;aring;et i dagcentre og hj&amp;aelig;lpeskoler. Nogle af b&amp;oslash;rnene er blevet indlogeret i andre hjem med det form&amp;aring;l at&amp;nbsp; v&amp;aelig;re t&amp;aelig;ttere p&amp;aring; deres biologiske familie, st&amp;oslash;rre hospitaler og sociale st&amp;oslash;ttecentre.
	
	Planen indeholder yderligere forholdsregler i forbindelse med Mogilino-sagen. Man har v&amp;aelig;ret af den opfattelse at det ikke er nok at flytte b&amp;oslash;rnene fra et b&amp;oslash;rnehjem til et andet, men at der er brug for en gennemgribende &amp;aelig;ndring i deres omsorg. Med finansiering fra staten, UNICEF samt donationer begyndte man opf&amp;oslash;relsen af 6 sm&amp;aring; huse, hvert med plads til op til 15 b&amp;oslash;rn, i 2008.
	
	Dette er en ny form for social tjeneste, som er rettet mod b&amp;oslash;rn med behov for omsorg uden for deres familie.&amp;nbsp; B&amp;oslash;rn for hvilke alle muligheder for tilbagevenden til deres familie, for indlogering hos sl&amp;aelig;gtninge eller hos en reservefamilie er blevet opbrugt, kan her f&amp;aring; den forn&amp;oslash;dne omsorg til en v&amp;aelig;rdig opv&amp;aelig;kst.
	
	Centret tilbyder et familielignende milj&amp;oslash; hvor b&amp;oslash;rnene f&amp;aring;r den forn&amp;oslash;dne individuelle omsorg og st&amp;oslash;tte til personlig udvikling og kan erhverve sig evner og f&amp;aelig;rdigheder til et selvst&amp;aelig;ndigt liv.
	
	De 6 sm&amp;aring; gruppehuse er allerede blevet opf&amp;oslash;rt, og b&amp;oslash;rn og unge fra Mogilino bor der nu:
	&amp;bull;&amp;nbsp;&amp;nbsp;&amp;nbsp; 2 i Russe med 14 indlogerede b&amp;oslash;rn og unge,
	&amp;bull;&amp;nbsp;&amp;nbsp;&amp;nbsp; 1 i Varna med 7 indlogerede 14 b&amp;oslash;rn og unge,
	&amp;bull;&amp;nbsp;&amp;nbsp;&amp;nbsp; 1 i Dve mogili &amp;ndash; 14 unge,
	&amp;bull;&amp;nbsp;&amp;nbsp;&amp;nbsp; 1 i Teteven &amp;ndash; 9 b&amp;oslash;rn,
	&amp;bull;&amp;nbsp;&amp;nbsp;&amp;nbsp; 1 i Sofia, hvor 5 b&amp;oslash;rn og unge bliver indlogeret i begyndelsen af 2011.
	
	Under lukningsprocessen&amp;nbsp; af Mogilino-b&amp;oslash;rnehjemmet er et par blevet reintegreret hos deres biologiske familie. 9 b&amp;oslash;rn er blevet indlogeret i beskyttede boliger, 1 i et socialt uddannelsescenter for faglige kvalifikationer i Sofia, mens 3 er blevet indlogeret henholdsvis i institutioner i Stara Zagora, Razgrad og Sofia.
	
	P&amp;aring; grund af b&amp;oslash;rnenes alvorlige tilstand d&amp;oslash;de to af dem desv&amp;aelig;rre til trods for den omsorg, som de fik.
	
	De andre b&amp;oslash;rn har udviklet sig hurtigt under omsorgen fra de specialiserede hold og har integreret sig i de nye og bedre vilk&amp;aring;r. De har hurtigt l&amp;aelig;rt at spise selvst&amp;aelig;ndigt, at g&amp;aring; og tale. Der er sket en r&amp;aelig;kke positive forandringer med deres generelle opf&amp;oslash;rsel.
	
	Alt dette styrker den bulgarske regering i dens beslutning om at vedtage den Nationale Strategi for b&amp;oslash;rn, som mangler for&amp;aelig;ldreomsorg, samt handlingsplanen for dens gennemf&amp;oslash;relse. Med vedtagelsen af dette dokument begynder processen vedr&amp;oslash;rende nedl&amp;aelig;gning af alle eksisterende b&amp;oslash;rneinstitutioner. M&amp;aring;let er at alle hjem for handicappede eller adf&amp;aelig;rdsvanskelige b&amp;oslash;rn og unge lukkes inden for 3 &amp;aring;r, mens resten&amp;nbsp; - f&amp;oslash;r 2010. Der unders&amp;oslash;ges muligheder for b&amp;oslash;rnenes tilbagevenden til deres biologiske familie, indlogering i reservefamilier, adoption eller tilvejebringelse af reserveomsorg, som kan tilbydes i de sm&amp;aring; gruppehuse. Processen finansieres gennem EU-programmer og fra staten.
	
	Det f&amp;oslash;rste projekt &amp;bdquo;Barndom for alle&amp;rdquo; har v&amp;aelig;ret i gang siden juni i &amp;aring;r. Dets form&amp;aring;l har v&amp;aelig;ret at handicappede b&amp;oslash;rn under 3 &amp;aring;r og unge fjernes fra de specialiserede institutioner og indlogeres s&amp;aring;dan, at de kan f&amp;aring; en passende omsorg. Samtidig arbejder man med at forebygge indlogering i sociale hjem for b&amp;oslash;rn mellem 0 og 3 &amp;aring;r.&amp;nbsp;
	
	Regeringen er st&amp;aelig;rkt engageret, og med hj&amp;aelig;lp fra vores europ&amp;aelig;iske partnere er vi overbevist om, at vi kommer til at gennemf&amp;oslash;re forandringerne, og at Bulgarien ikke vil fors&amp;oslash;mme sin chance for at v&amp;aelig;re et&amp;nbsp; af de lande, som har l&amp;oslash;st problemet med de forladte b&amp;oslash;rn.
